James Harlen Dugger, 78, of Tipton, died peacefully in his home on Wednesday, Aug. 7, 2024, with his family by his side.
Memorial services will be held at Fry Funeral Home on Thursday, Aug. 15, 2024, at 11 a.m. with burial following in Tipton Masonic Cemetery.

Jim was born on Jan. 30, 1946, in Mercy Hospital in Iowa City. He was the son of the late William Harlen Dugger and Alberta Mae Gritton Dugger.
Jim attended and graduated from Tipton High School with the Class of 1966.
Jim worked for Cedar County Secondary Roads Department from June 29, 1973, through July 26, 2004, for a total of 31 years, starting out as a bridge builder and ended his employment as a Road Grader Operator.
Jim married Joyce Marie Regennitter on September 3, 1988, in the First United Church of Christ in Tipton.
Jim was a member of the Cedar County Workers Union, was an avid bowler in his earlier years. Jim will be known and remembered as a gentle man who knew how to laugh and a man who never knew a stranger.
Jim is survived by his wife, Joyce Dugger; daughter Samantha Dugger; sons Michael Dugger, William ‘Bill’ Rankin and Matthew (Erica Haskins) Dugger; many grandchildren; sisters Vella Mae (Jerry) Simmermaker and Linda (Gary) Hein.
Jim was preceded in death by his parents, infant daughter Renae Dugger, and in-laws Kenneth and Elsie Regennitter.
